Continuing Education Fireworks and Flame Safety Ohio Fire Academy 2003/2006

Please be advised in order to shoot Pyrotechnics

You will need various licenses/permits with the ATFE Bureau of Alcohol, Tobacco, Firearms & Explosives The AFTE permit will allow you to buy Professional Pyrotechnics and fire marshals require these as part of the permitting process. A ATFE Permit type 19 or 34 is not a shooters Licence.

The other Certification that is needed to attain a permit from the local authorities having jurisdiction is qualifications of NFPA 1126.2006 national fire codes for Standards for the use of Pyrotechnics before a Proximate Audience. That is in the form of a successful completion of a comprehensive written (state license) examination covering this standard and state laws pertaining to the use of pyrotechnic special effects or competency certificate from a national organization that promotes the safe use of pyrotechnic special effects.

You must pull a permit from the local fire dept. and have schedule a fire watch with the fire Marshal's office. You will need to provide a $1,000,000.00 Class "C" 1.4G Explosives liability insurance policy that is required on all pyro shoots.
You can't not use Pyro unless you follow all of the above.

A Pyro show

Always hire a trained effects specialist technician that is ATF licensed and NFPA 1126.2006 certified to pull permits, plan, design, buy and operate pyrotechnics for the show.

We submit an application with a plan of action, details of the show and a list of the types, numbers and diagrams of the pyrotechnics devices to be used which is submitted to the local fire department.

1. Inspecting the site —The fire marshal meets the pyrotechnician at the venue and the pyro get approved in relationship with walls, ceilings, props, people and curtains (must be fire-retardant). Also we look for the smoke alarms in the ceiling as well as the water sprinklers heads and adjust not to be fired right under monitor. We check if the AC vent system has a particle smoke detector to insure no alarms will be triggered.
2. Devices must be suitable for the venue — flame projectors shooting 10-foot flames will not be allowed in a venue with 10-foot ceilings. A 10 foot labeled device is marked for the clearance needed. One of each device is tested on the day of the show. You should have a clearance 1 ½ times higher than the device, when angled fallout clearance requirements increase. A 10 ft gerb should have 4-5 ft clearance. and have 15 feet clearance
3. There shall be no glowing or flaming particles within 10 ft (3 m) of the audience.
4. Air burst shall occur at a minimum height of three times the diameter of the effect. Where the effect is demonstrated, there shall be no burning or glowing particles less than 15 ft (4.6 m) above the floor.
5. Warning lights should be used for warning support personnel of the presence of concussion special effects with 25 foot clearance.
6. A pyrotechnic device with a 10 ft (3 m) fallout radius should be separated from the audience by a minimum distance of 20 ft (6 am).
7. During the show the pyrotechnician is accompanied by fire personnel so the alarms and smoke detectors are downed and are stand-by for the show.
8. Public safety — If members of the fire watch detail feel that safety is being compromised, they can stop the show. Depending on the size of the show, a fire truck may also be present and extra fire extinguishers may are required.
9. Other safety measures are;
   • Safe distance of at least 15 feet between the public and any pyrotechnic device.
   • No smoking 25 ft around the devices.
   • The proper selected pyro device for the venue and two water-filled fire extinguishers and 2- 2a10bc rated dry extinguishers and a C02 extinguishers available at all times.
10. Rehearse the pyro display. "Ask for product demo in the venue the day before or morning of the show" "This will let you know, in a safe environment, how the product will perform in the venue, and if there are any additional changes that need to be made to account for the pyrotechnic effects." If you are using talent, be sure to include them in the pyro rehearsal. "This will allow the artist to be familiar with the effect and to maintain a comfortable distance from the devices while performing.
11. Get a copy of the permit issued by the fire department. "Many fully licensed amateur pyrotechicians - such as disc jockeys - claim they do not use enough pyrotechnic devices, and therefore are exempt from obtaining a permit". That is simply untrue, Plus there no such thing as a cold burning gerb sparks in pyro. Gerbs burn at 800% F + and is not cold. The do burn out at full apogee and fall as cold ash. This is what we call Zero Fall Out.
12. Leave yourself plenty of time. "Most cities require that request for permits are submitted 15 to 30 days before the event is to take place.

How pyrotechnics works — One device that produces a fountain-style spray of bright sparks is called the “gerb,” from the French word for sparks.

Be Safe and Spectacular

• Ask to see the special effects company's license and to see evidence that the company is insured for Pyrotechnics. Require and verify references from the pyrotechnic company and verify the operator is a licensed and certified for the NFPA Standards, 1126 for the Use of Pyrotechnics before a Proximate.
• Rehearse the pyro display. "Ask for product demo in the venue the day before or morning of the show". "This will let you know, in a safe environment, how the product will perform in the venue, and if there are any additional changes that need to be made to account for the pyrotechnic effects." If you are using talent, be sure to include them in the pyro rehearsal. "This will allow the artist to be familiar with the effect and to maintain a comfortable distance from the devices while performing.
• The altitude and humidity can effects the size of effects, Burst size depends on your altitude and pressure of the day. A standard day in Orlando for example a #20 FT should break 14 ft in diameter and on a standard day in Denver should break approximately 24 ft in diameter.

• The term Cold Spark referring to gerbs is another interesting sales tactic we feel needs to be addressed. Everyone in this industry has at one time or another put his or her hand into the spark plume of a silver gerb. It is an interesting curiosity to see these sparks, burning at several thousand degrees, harmlessly bounce off your skin. This is not true for all gerbs, as some have painfully discovered. Other metal sparks such as zirconium, iron, ferrotitanium and glitter spritzels, do not behave the same as titanium, unfortunately. These materials unlike titanium, go molten before the final reaction and will not harmlessly glance off your skin, but instead imbed themselves in your flesh causing a nasty burn. We feel it is wise to treat all spark plumes with the same respect as you would any pyrotechnic material, and keep your body parts at a safe distance.

• NIGHTCLUB PYROTECHNICS IN FLORIDA: Makes it a third-degree felony to use pyrotechnics in a structure without a fire protection system or without a permit and written permission from the building owner.

General Safety Rules

Read the general safety rules carefully at least twice! If you have trouble following instructions to the letter, then you should not be involved with pyrotechnics in any way. One small mistake or misread line can lead to disaster. Pyro is very safe in the hands of the careful user.

1. Keep four Fire extinguishers available at all times, two pressurized water, Class 2-A extinguishers and two Class 10-BC extinguishers . Portable Fire-Fighting Equipment. Four or more fire extinguishers of the classification and size as approved by the authority having jurisdiction shall be readily accessible while the pyrotechnics are being loaded, prepared for firing, or fired. 8.1.1.1* In all cases, at least two pressurized water, Class 2-A extinguishers and two Class 10-BC extinguishers shall be provided, in addition to those required by NFPA 10. Do not use the venue's NFPA 101 resources extinguishers
2. Do not discharge stage pyro closer then 15 feet to the nearest audience member.
3. Never refill a warm pot. Make sure that your flash pot has cooled down before reloading to prevent accidental ignition.

Keep away from flammables. Fallout from flash pots can ignite other nearby objects. If you can not position the Devices/flash pot at a safe distance from these flammables (at least 15 feet), then you must either treat the flammables with a flame retarding or discontinue the show. Use common sense when making this decision.

1. Protect yourself. Wear disposable plastic gloves, goggles and a breathing mask when handling chemicals. Some chemicals can be unhealthy if inhaled.
2. Do not pour chemicals directly from the bottle into the flash pot. Instead, take a plastic spoon and transport needed chemicals to the pot. This way, if there is an accidental ignition you will reduce the chances of hurting yourself.
3. Never use glass or metal utensils or storage devices. Make sure all spoons are made of plastic, and all chemical storage containers are either plastic or cardboard. This reduces the chance of damaging shrapnel in case of accidental detonation.
4. Never build your own flash pot. This is a sure way to put a quick end to your pyro career, and one of the most common mistakes made. Chemicals wedged between pieces of metal with no place to go result in flying metal shrapnel. Flash pots may look simple, but are built to (cold rolled steel) exacting specifications.
5. Always test your device in an open field first. Use the exact measurements of chemicals that you intend to use on stage. Never try something on stage for the first time.
6. Always be prepared to discontinue your show. Do you see something that makes you uncomfortable? Is the crowd getting too close to the stage? Keep your flash pots in your line-of-sight before, during and after discharging, and be prepared to abort the performance at the last minute.

The AFTE permit will allow you to buy Pyrotechnics and fire marshals require these to shoot.

The other Certification will help you attain a permit from the local authorities having jurisdiction is a pyro state license. You must pull a permit from the local fire dept. and have schedule a fire watch with the fire Marshal's office. For that you will need to provide a $1,000,000.00 Class "C" 1.4G Explosives liability insurance policy that is required on all pyro shoots. This is a policy that is just for pyro and not a general liability policy.

You will have to show you qualifications of NFPA 1126 national fire codes for Standards for the use of Pyrotechnics before a Proximate Audience to obtain the insurance policy and fire permit. A Log Book of shows performed and the related proof that you are qualified for safety and certified in indoor pyrotechnics Heavy fines and arrest can occur if these step are not followed This can include open flame and smoke machines in some cities.

You need to follow National fire codes 101, 1126 to pull a permit. You can't not use Pyro unless you follow all of the above. You will need a pyrotechnics company to provide indoor pyro which knows how to provide the Fire dept a Plan of Action to deal with all the codes and keep the event safe.

Propane Flame Safety

Flame Effect Classification - NFPA 160 Group 3

1. Clearance of Flame from performer and to a proximity audience; Clearance -10 feet from any performer and 20 feet + from audience.
An audience should be located so that the incident thermal radiation received does not exceed that calculated by the following equation:
When applying the preceding equation to an effect with a duration of 4 seconds or less, the time used in calculating the maximum acceptable level of incident thermal flux should correspond to the root mean square (RMS) value of the peak incident thermal flux.
The incident radiation should not cause the surface temperature of the exposed skin of a member of the audience to exceed 111°F (44°C). Incident radiation can be measured with a radiometer. Skin temperature can be measured with an infrared surface thermometer or other equivalent means.


2. Propane fuels - use approved hoses and E - Valves. A labeled and listed, fast-closing valve that automatically and completely shuts off the fuel supply in response to a normal or safety shutdown. Every controller provides feedback as to the status of the flame unit (flame sensing,shutoff on ignition failure). Redundant PLC's (programmable logic controller) and double shut off values to the either 5-11-20-40 pound feeder tanks.
   


3. Propane Cylinders size 5 - 11 - 20 -pound bottles will be 10 feet away from flame source or the flame head separated by a metal layer with flame on top and tank under the flame within the structure. Cylinders stored in buildings in accordance with Section NFPA 58 8.3 shall not be located near exits, stairways, or in areas normally used, or intended to be use, for the safe egress of people. We will not interfere with the safe and efficient means of leaving the building or facility under emergency circumstances. We will be 10 feet from any exits, stairways and doors.

New: Fuel supply - 20 pound cylinder NFPA 58 1. In section 3.4.8 add section 3.4.8.5 to read as follows: 3.4.8.5 Cylinders used temporarily in buildings for flame effects before an audience shall be in accordance with the following:

(a) The flame effect shall comply with NFPA 160, Standard for Flame Effects Before an Audience.

(b) The maximum water capacity of individual cylinders shall be 50 lb (23 kg) {nominal 20 lb. (9.1 kg) LP-Gas capacity}.

(c) If more than one such cylinder is located in the same room, the cylinders shall be separated by at least 20 ft (6.1 m).

4. Heads have a pilot confirmation and a safety control with two shut off values. Flames units shall be design to prevent accidental firing and emergency (E-Stop) stop Safety Shutoff Valve .All hose connections will have a shut off. A listed, fast-closing valve that automatically and completely shuts off the fuel supply in response to a normal or safety shutdown. Which is a mandatory requirement.
   


5. Propane Flame heads should have a safety system like a Honeywell intermittent pilot module, providing system status and feedback with its sensors. Primary Safety Control. A control with a sensor that is directly responsive to the ignition device attributes necessary for the safe operation of the effect. In the event of ignition failure or loss of flame, the control causes a safety shutdown.
   "During the arming sequence, the Honeywell creates a high voltage spark on the pilot assembly. The pilot valve is energized and a solid pilot flame should be established. The rectification sensor will be detect the pilot flame and report back to the Honeywell that a solid pilot has been established. Upon detection of a solid pilot flame, the main flame firing circuit is armed. Only then can flame fuel be issued."
   


6. The incident radiation should not cause the surface temperature of the exposed skin of a member of the audience to exceed 44°C (111°F). Incident radiation can be measured with a radiometer with a 4 second flame burst or less. Skin temperature can be measured with an infrared surface thermometer or other equivalent means. Incident thermal fluxes and resulting surface temperatures on the glazing surfaces is one tool to determine the table of distance.
   


7. Temperatures of combustible materials subject to the heat of the flame effect shall not exceed 117°F (47.2°C) above the ambient temperature after equilibrium temperatures are attained. The temperatures shall be observed until a maximum or stable reading has been attained. The incident radiation is another tool to determine the table of distance.
   


8. Location and Accessibility of Control Systems. Control system components and protective devices, including sensors, valves, and switches, shall be located so that they are protected against physical damage and tampering. Control system components shall be located so that they can be serviced and maintained.
   


9. System should be approved and certified by ARL ( Applied Research Laboratory), NRTL, UL, North American TUV Mark Standards, State Mechanic Certified to comply with NFPA 160.2001 Codes.
   Listed.* Equipment, materials, or services included in a list published by an organization that is acceptable to the authority having jurisdiction and concerned with evaluation of products or services, that maintains periodic inspection of production of listed equipment or materials or periodic evaluation of services, and whose listing states that either the equipment, material, or service meets identified standards or has been tested and found suitable for a specified purpose.
   Labeled * Equipment or materials to which has been attached a label, symbol, or other identifying mark of an organization that is acceptable to the authority having jurisdiction and concerned with product evaluation, that maintains periodic inspection of production of labeled equipment or materials, and by whose labeling the manufacturer indicates compliance with appropriate standards or performance in a specified manner.
   


10. Rehearse the Flame Effect before the show" "This will let you know, in a safe environment, how the product will perform in the venue, and if there are any additional changes that need to be made to account for the flame effects." If you are using talent, be sure to include them in the Propane Flame rehearsal. "This will allow the artist to be familiar with the effect and to maintain a comfortable distance from the devices while performing.

    How Important is Ventilation?

    Propane requires a large volume of air to burn properly. In fact, 23.5 cubic feet of air is needed to burn just one cubic foot of propane. With adequate ventilation, an operating burner gives off a number of harmless products such as carbon dioxide and water vapor. But a propane appliance starved of oxygen can quickly produce dangerous amounts of carbon monoxide.

When properly filled, 80 per cent of the cylinder contains liquid propane. The space above the liquid, to the top of the cylinder, holds propane vapor. Enough space must be left in the cylinder to let the liquid propane expand, if the cylinder is exposed to warmer temperatures. Without this space, the “relief valve” may open and release propane, creating a potential safety hazard.

We use a device called an accumulator to produce longer shots, larger shots or more shots. Because the code doesn't’t allow changing cylinders during the show, the operator wants to maximize the fire power from the available 20-pound cylinders. While propane is a liquid, the top portion in a tank is vapor and that’s what burns. Once the vapor is burned off, it takes time for more vapor to be produced from the liquid in the cylinder. The accumulator “sets aside” vapor so the remaining liquid can produce more vapor.

C02 Safety

Carbon Dioxide, CO2, is a tasteless, colorless, odorless, nonflammable, liquefied gas. Carbon dioxide is an integral part of the basic life cycle in nature. It is exhaled by humans and animals and used by plants to help them grow. Plants, in turn, release oxygen, which people depend on for survival. Carbon dioxide cannot catch fire.

C02 effects are composed primarily CO2, which can be harmful when breathed in a concentrated form, so don’t let anyone breathe it directly. Used as directed our C02 nozzles are safe.

• “Keep your head out of fumes. Do not breathe fumes and gases. Use enough ventilation, local exhaust, or both to keep fumes and gases from your breathing zone” But Using C02 special effects in a open ventilated arena with the C02 shooting for a number of second at a time with close intervals is completely safe and used at major theme parks and clubs small and large all over the world.
The key is to aim the keep the nozzle 10 feet from the heads of the target audience and allow the end of the plume created to hit the dance floor.

Pyrotechnics Guild International aka PGI fireworks information

The current and correct US DOT classification for fireworks that replaced the old Class C classification. The most common classification is UN 0336 Fireworks, 1.4 for Display or CPSC (US Consumer Product Safety Commission) Consumer Fireworks, or UN 0431 Articles, Pyrotechnic 1.4 for Pyrotechnic Special Effects (SPFX). There are different packing groups that provide for different possible methods of transportation, hence the letters g or s after the 1.4.

The 1.4 classification means the items as packed in this container or carton present "no significant hazard beyond the package in the event of ignition or initiation during transport". Most CPSC Consumer Fireworks are now classified as 1.4g or 1.4s. Some fireworks classified as 1.4 are Display Fireworks that have more composition than is allowed by CPSC regulations or are not labeled for consumer use for fireworks available for sale to the general public. See Class C.

The current and correct US DOT classification for fireworks that replaced the old Class B classification. The most common classification is UN 0335 Fireworks, 1.3 and most Display Fireworks are now classified as 1.3g.

The 1.3 classification means the items as packed in this container or carton present "fire hazard and either a minor blast hazard or a minor projection hazard or both but not a mass explosion hazard". Some Display Fireworks that are smaller, such as gerbs, fountains, drivers, lance, and some components but that do not meet the requirement for CPSC Consumer fireworks are classified as 1.4. See Class B.

Any fireworks that produces a visible or audible effect by combustion or deflagration and that do not meet the requirements of the CPSC for the quantity of internal composition, construction, size, and labeling for sale to and use by the general public. They are classified 1.3g UN 0335 Fireworks, or 1.4g UN 0336 by the US DOT.
EX Number The identification number assigned to a commercial fireworks device by the Department of Transportation. All legal commercial fireworks must have an EX Number.

Consumer fireworks device

The legal limit of explosive material in a consumer (1.4G or Class C) firework is 50 mg (about the size of half an aspirin tablet). Any item containing more than 50 mg is illegal and should be avoided.
